Unclear whether Fed's bond buying has helped economy: Fisher

(Reuters) - While the Federal Reserve's accommodative policies have boosted stocks and helped the rich, it is unclear whether they are doing enough for the broader U.S. economy, a top central bank official said on Monday.

"We've made rich people richer...," Dallas Fed President Richard Fisher said on CNBC television. "Question is what have we done for working men and women in America?"

Fisher, who has long opposed the Fed's bond-buying program and wants to reduce it, added he expects real gross domestic product growth of more than 2.5 percent by year end.

The central bank is buying $45 billion in Treasury bonds and $40 billion in mortgage bonds each month in an effort to encourage investment, hiring and economic growth in part because the unemployment rate remains high at 7.5 percent.

The benchmark S&P 500 stock index <.spx> has risen some 16 percent since the so-called quantitative easing (QE) program was launched in September, 2012.

Fisher's hawkish views have in the past few years been largely ignored by Chairman Ben Bernanke and the majority of Fed policymakers, but investors are now anxiously predicting when the bond-buying will be reduced.

On Monday, Fisher warned that the Fed could be buying all of the gross issuance of mortgage backed securities if it keeps up the current pace. "We have to think about our fiduciary duty long term," he said.

Noting there are other Fed officials who agree with him, Fisher, who does not have a vote on policy this year, highlighted comments last week by centrist San Francisco Fed President John Williams who said the central bank could trim its purchases this summer.

"I think the odds are in favor ... of dialing this back a little bit or keeping it at its current pace," as opposed to increasing the purchases, he said.

The Fed has a policy meeting set for June 18-19.

Asked who might succeed Bernanke when the chairman's term expires early next year, Fisher said: "I personally would like to see Ben stay. I think he is extraordinary and has progressed enormously on the job."

Fed Vice Chair Janet Yellen "is extremely capable, there are other capable people," he said. "I can tell you one thing for certain: it won't be me."

Powerball jackpot lures last-minute players

DES MOINES, Iowa (AP) ? It's all about the odds.

With the majority of possible combinations of Powerball numbers in play, someone is almost sure to win the game's highest jackpot during Saturday night's drawing, a windfall of hundreds of millions of dollars ? and that's after taxes.

The problem, of course, is those same odds just about guarantee the lucky person won't be you.

The chances of winning the estimated $600 million prize remain astronomically low: 1 in 175.2 million. That's how many different ways you can combine the numbers when you play. But lottery officials estimate about 80 percent of those possible combinations have been purchased, so now's the time to buy.

"This would be the roll to get in on," said Iowa Lottery CEO Terry Rich. "Of course there's no guarantee, and that's the randomness of it, and the fun of it."

That hasn't deterred people across Powerball-playing states ? 43 plus Washington, D.C., and the U.S. Virgin Islands ? from lining up at gas stations and convenience stores Saturday for their chance at striking it filthy rich.

At a mini market in the heart of Los Angeles' Chinatown, employees broke the steady stream of customers into two lines: One for Powerball ticket buyers and one for everybody else. Some people appeared to be looking for a little karma.

"We've had two winners over $10 million here over the years, so people in the neighborhood think this is the lucky store," employee Gordon Chan said as he replenished a stack of lottery tickets on a counter.

Workers at one suburban Columbia, S.C., convenience store were so busy with ticket buyers that they hadn't updated their sign with the current jackpot figure, which was released Friday. Customer Armous Peterson was reluctant to share his system for playing the Powerball. The 56-year-old was well aware of the long odds, but he also knows the mantra of just about every person buying tickets.

"Somebody is going to win," he said. "Lots of people are going to lose, too. But if you buy a ticket, that winner might be you."

The latest jackpot is the world's second largest overall, just behind a $656 million Mega Millions jackpot in March 2012. The $600 million jackpot, which could grow before the numbers are drawn at 10:59 EDT Saturday, currently includes a $376.9 million cash option.

Charles Hill of Dallas says he buys lottery tickets every day. And he knows exactly what he'd do if he wins.

"What would I do with my money? I'd run and hide," he said. "I wouldn't want none of my kinfolks to find me."

Clyde Barrow, a public policy professor at the University of Massachusetts-Dartmouth, specializes in the gaming industry. He said one of the key factors behind the ticket-buying frenzy is the size of the jackpot ? people are interested in the easy investment.

"Even though the odds are very low, the investment is very small," he said. "Two dollars gets you a chance."

That may be why Ed McCuen has a Powerball habit that's as regular as clockwork. The 57-year-old electrical contractor from Savannah, Ga., buys one ticket a week, regardless of the possible loot. It's a habit he didn't alter Saturday.

"You've got one shot in a gazillion or whatever," McCuen said, tucking his ticket in his pocket as he left a local convenience store. "You can't win unless you buy a ticket. But whether you buy one or 10 or 20, it's insignificant."

Seema Sharma doesn't seem to think so. The newsstand employee in Manhattan's Penn Station has purchased $80 worth of tickets for herself. She also was selling tickets all morning at a steady pace, instructing buyers where to stand if they wanted machine-picked tickets or to choose their own numbers.

"I work very hard ? too hard ? and I want to get the money so I can finally relax," she said. "You never know."

Officials will conduct the drawing live Saturday night from Tallahassee, Fla.

China says Premier Li Keqiang's choice of India for his first trip abroad since taking office in March shows the importance Beijing attaches to improving relations with New Delhi.

"We think very highly of this gesture because it is our view that high-level political exchanges between our two countries are an important aspect and vehicle for our expanded cooperation," said India's external affairs ministry spokesman, Syed Akbaruddin.

Jasjit Singh, a defense analyst and director of the Center for Strategic and International Studies in New Delhi, said last month's border standoff was unlikely to overshadow Li's three-day visit to India, which kicks off a foreign tour that will also see Li visiting Pakistan, Switzerland and Germany.

Singh said Indian and Chinese leaders were likely to review border talks that have failed to produce a breakthrough in the past 10 years despite 15 rounds of discussions. The two sides also will probably discuss working together in Afghanistan after next year's U.S. pullout and cooperating with Southeast Asian countries, he said.

But tensions run high between the two nations. China already sees itself as Asia's great power, while India hopes its increasing economic and military might ? though still far below its neighbor's ? will eventually put it in the same league.

While China has worked to shore up relationships with Nepal and Sri Lanka in India's traditional South Asian sphere of influence, India has been venturing into partnerships with Southeast Asian nations.

Other irritants remain in the bilateral relationship. China is a longtime ally and weapons supplier to Pakistan, India's bitter rival. Also, the presence in India of the Tibetan spiritual leader, the Dalai Lama, and the self-declared Tibetan government-in-exile is a source of tension. China accuses the Dalai Lama of wanting to split Tibet off from the rest of China, but he says he seeks real autonomy for Tibetans, not independence.

Unresolved border issues between the two nations have flared as well.

In last month's incident, India claimed that Chinese troops crossed the countries' de facto border April 15 and pitched camp in the Depsang valley in the Ladakh region of eastern Kashmir. New Delhi responded with diplomatic protests, then moved its soldiers just 300 meters (yards) from the Chinese position.

The two sides negotiated a peaceful end to the standoff by withdrawing troops to their original positions in the Ladakh area.

Gautam Bambawale, a senior Indian external affairs ministry official, said India and China were negotiating a Border Defense Cooperation Agreement, but declined to give details. Indian media reports said the agreement proposes a freezing of troop levels of the two countries in the disputed border region as they make efforts to settle the issue.

Bambawale also said Indian and Chinese officials recently held talks in Beijing on the future of Afghanistan. China, India and Russia have trilaterally discussed the matter with the idea of giving full support to Afghanistan's government as it makes the transition following the withdrawal of U.S. forces in 2014.

Shortly after his arrival in the Indian capital of New Delhi late Sunday afternoon, Li is scheduled to meet with Prime Minister Manmohan Singh, who will host a dinner for him. Delegation-level talks between the two sides are scheduled for Monday. Li will attend a business summit in Mumbai, India's financial capital, among other activities.

The border spat last month saw the Indian opposition and the media put pressure on the government to take on China and call off Li's visit. The government, however, chose to go ahead with the trip, highlighting its policy of trying to widen areas of cooperation with China while attempting to resolve key differences.

China has become India's biggest trading partner, with two-way trade jumping from $5 billion in 2002 to nearly $75 billion in 2011, although that figure declined to $61.5 billion last year because of the global economic downturn. Trade remains heavily skewed in China's favor, another source of concern for India.

"After Depsang, the loudest voices have warned of evils to come," K.S. Bajpai, a retired diplomat, wrote in an article in the Indian Express daily. "Whether commonalities on global issues like the WTO (World Trade Organization), or climate change, or even greater economic ties, can bind us in amity, or at least prevent the worst, remain debatable, but the attempt would certainly serve our interests, provided we also gear ourselves up."

Asian giants with more than 1 billion people each, India and China have had chilly relations since they fought a brief but bloody border war in 1962.

India says China is occupying 15,000 square miles of territory in the Aksai Chin plateau in the western Himalayas, while China claims around 35,000 square miles in India's northeastern state of Arunachal Pradesh. Fifteen rounds of talks have failed to resolve the dispute.

Li will leave India on Wednesday morning and head to close Chinese ally Pakistan before traveling to Switzerland and Germany on visits tightly focused on economic ties.

Invasion of the slugs; Halted by worms

May 12, 2013 ? The gardener's best friend, the earthworm, is great at protecting leaves from being chomped by slugs, suggests research in BioMed Central's open access journal BMC Ecology. Although they lurk in the soil, they seem to protect the plants above ground. Increasing plant diversity also decreases the amount of damage slugs do to individual plants.

Spanish slugs (Arion vulgaris) are among the top 100 worst alien species in Europe and are considered a pest almost everywhere. A team of scientists from the University of Natural Resources and Life Sciences Vienna investigated what effect the presence of earthworms and plant diversity would have on the amount of damage these slugs caused.

Using large incubators to simulate grassland environments the researchers could regulate the diversity of plant species and time the introduction of earthworms and slugs. They found that the presence of worms increased nitrogen content of plants and reduced the number of leaves damaged due to slugs by 60%. Yet when they compared leaf area damaged the researchers found slugs also ate 40% less at high plant diversity than at low.

Explaining their results Dr Johann Zaller, who led the study, said, "Our results suggest that two processes might be going on. Firstly, earthworms improved the plant's ability to protect itself against slugs perhaps through the build-up of nitrogen-containing toxic compounds. Secondly, even though these slugs are generalists they prefer widely available food and in high diverse ecosystems slugs eat less in total because they have to switch their diets more often since plants of the same species are less available. Therefore gardeners are to help protect earthworms by increasing plant diversity in the garden in order to keep slug damage low. In order to elucidate the mechanisms behind these complex interactions, all parts of an ecosystem need to be investigated."

BLOOMINGTON, Ind. -- "Eternal flames" fueled by hydrocarbon gas could shine a light on the presence of natural gas in underground rock layers and conditions that let it seep to the surface, according to research by geologists at the Department of Geological Sciences and the Indiana Geological Survey at Indiana University Bloomington.

A little-known but spectacular flame in Erie County, N.Y., is the focus of an article in the journal Marine and Petroleum Geology, co-authored by Agnieszka Drobniak, research scientist with the Indiana Geological Survey, and Arndt Schimmelmann, senior scientist in the Department of Geological Sciences in the College of Arts and Sciences.

The article results from a U.S. Department of Energy research grant to Schimmelmann and Maria Mastalerz, senior scientist with the Indiana Geological Survey and graduate faculty member at the Department of Geological Sciences. The project seeks to identify natural gas seeps in Indiana and nearby states and assess their contributions to atmospheric concentrations of greenhouse gases.

The researchers said much remains to be learned about the passage of gas from underground rock layers to the Earth's surface -- occasionally in "macro seeps" strong and abundant enough to produce a continuous flame like the one in western New York.

"The story is developing," Schimmelmann said.

Giuseppe Etiope of the National Institute of Geophysics and Volcanology in Italy is lead author of the Marine and Petroleum Geology article, "Natural seepage of shale gas and the origin of 'eternal flames' in the Northern Appalachian Basin, USA." Etiope, who has studied eternal flames around the world, said the New York flame, behind a waterfall in Chestnut Ridge Park, is the most beautiful he has seen.

Not only that, but it may feature the highest concentrations of ethane and propane of any known natural gas seep. Approximately 35 percent of the gas is ethane and propane, as opposed to methane, the dominant constituent in natural gas. Ethane and propane can be valuable byproducts in the processing of natural gas.

By analyzing the gases and comparing them with gas well records from the region, the researchers concluded the gas fueling the Chestnut Ridge Park flame originates from Rhinestreet Shale, an Upper Devonian formation about 400 meters deep. It reaches the surface through passages associated with faulting caused by tectonic activity.

At the New York site, the researchers identified numerous "micro seeps" of gas, apparently from the same source that fuels the eternal flame. This suggests that such seeps, if they are numerous and widespread, could make a significant contribution to atmospheric concentrations of greenhouse gases and other pollutants.

The researchers also studied a larger eternal flame at Cook Forest State Park in northwestern Pennsylvania. They determined that flame, in a continuously burning fire pit, is not a natural seep but a leak from an abandoned gas well. The source is thought to be a conventional gas reservoir, not shale.

Mastalerz said naturally occurring methane sources are believed to account for about 30 percent of the total methane emissions in the Earth's atmosphere. Natural gas seeps are thought to be the second most significant source of naturally occurring methane emissions, after wetlands.

But finding seeps is like searching for a needle in a haystack. Last year, the researchers surveyed a region of Kentucky that is geologically similar to western New York -- and where "burning springs" figure in local history and folklore -- but turned up no evidence of escaping natural gas.

Schimmelmann said researchers have found elevated levels of carbon dioxide in caves, possibly resulting from methane that is converted by microorganisms to carbon dioxide gas as it seeps slowly toward the surface. Carbon dioxide is also a greenhouse gas, but it is 20 times less effective at trapping heat than methane.

The findings suggest natural gas seeps occur in areas that have experienced tectonic activity, and it may be easier to find them in caves, which capture and concentrate gas when it reaches the surface. A next step in the research, planned for this summer, is to continue the search in areas of Pennsylvania, West Virginia and Virginia where gas-bearing shale underlies cave systems.

    Obama renews focus on jobs, economic growth with Texas trip

    WASHINGTON (Reuters) - President Barack Obama travels to Texas on Thursday to put his focus back on job creation and economic growth after giving intensive attention to gun control legislation and immigration reform.

    The president is due to hold events around the country to draw attention to his efforts to boost economic growth through jobs that benefit the middle class, a White House official said.

    The trip comes as a poll shows Americans say what they want most from politicians in Washington is job creation and helping the economy grow.

    In a visit to the Austin, Texas, area, Obama is due to visit Applied Materials which makes semiconductors and other technology, and a high school focused on math and science. He will also meet local residents and entrepreneurs.

    Obama's jobs tour follows some policy frustrations for him. The president failed to persuade Congress to accept expanded background checks for gun buyers, a disappointing setback to his efforts to toughen gun rules after the December murders of 20 children and six adults at an elementary school in Newtown, Connecticut.

    He is also at an impasse with congressional Republicans over a deficit reduction deal that he insists should include higher tax revenues, which Republicans oppose.

    The president does appear to be making headway in his efforts to change immigration laws to open a path to citizenship for a portion of the 11 million people who are in the United States without proper documentation. However, final legislation is months off.

    In the meantime, a Gallup poll released Tuesday found 86 percent of those surveyed this month ranked creating more jobs as their top priority for action by Congress and the president, tied at 86 percent with helping the economy grow.

    Lower on the priority list were reducing the federal deficit at 69 percent, reforming the tax code 59 percent, reducing gun violence 55 percent and reforming immigration 50 percent.

    The U.S. economy is recovering slowly after the deep recession of 2007-2009. Despite some encouraging signs of economic resurgence, such as stock market record highs, the jobless rate, while falling, remains at an elevated 7.5 percent.

    The president will announce a competition for locations to site three manufacturing institutes where businesses, government and educational institutions will get funding to develop new technologies, the White House official said.

    He will also issue an executive order requiring that newly released government data be made freely available in easily readable formats.

    The president's jobs tour is also likely be a chance for him to argue that across-the-board spending cuts referred to as sequestration that went into effect March 1 are slowing economic growth and should be replaced.

    The spending reductions went into force after congressional Republicans balked at the president's insistence that any alternative spending cuts be offset by some tax increases. Some Republicans have welcomed the cuts as necessary austerity measures to check government overspending.

    Syria back online after a nearly day-long internet blackout

    It seems unlikely that it's the last time the country will be cut off from the internet given its past history, but Syria does now appear to be back online following a nationwide blackout that began yesterday afternoon. As the BBC reports, state-run media in the country had attributed the problem to a "fault in optical fibre cables," but most have cast doubt on those claims, suggesting instead that it's much more likely the blackout was the result of a deliberate shutdown by the government.

    May 6, 2013 ? Take a swab of saliva from your mouth and within minutes your DNA could be ready for analysis and genome sequencing with the help of a new device.

    University of Washington engineers and NanoFacture (http://nano-facture.com/), a Bellevue, Wash., company, have created a device that can extract human DNA from fluid samples in a simpler, more efficient and environmentally friendly way than conventional methods.

    The device will give hospitals and research labs a much easier way to separate DNA from human fluid samples, which will help with genome sequencing, disease diagnosis and forensic investigations.

    "It's very complex to extract DNA," said Jae-Hyun Chung, a UW associate professor of mechanical engineering who led the research. "When you think of the current procedure, the equivalent is like collecting human hairs using a construction crane."

    This technology aims to clear those hurdles. The small, box-shaped kit now is ready for manufacturing, then eventual distribution to hospitals and clinics. NanoFacture, a UW spinout company, signed a contract with Korean manufacturer KNR Systems last month at a ceremony in Olympia, Wash.

    The UW, led by Chung, spearheaded the research and invention of the technology, and still manages the intellectual property.

    Separating DNA from bodily fluids is a cumbersome process that's become a bottleneck as scientists make advances in genome sequencing, particularly for disease prevention and treatment. The market for DNA preparation alone is about $3 billion each year.

    Conventional methods use a centrifuge to spin and separate DNA molecules or strain them from a fluid sample with a micro-filter, but these processes take 20 to 30 minutes to complete and can require excessive toxic chemicals.

    UW engineers designed microscopic probes that dip into a fluid sample -- saliva, sputum or blood -- and apply an electric field within the liquid. That draws particles to concentrate around the surface of the tiny probe. Larger particles hit the tip and swerve away, but DNA-sized molecules stick to the probe and are trapped on the surface. It takes two or three minutes to separate and purify DNA using this technology.

    "This simple process removes all the steps of conventional methods," Chung said.

    The hand-held device can clean four separate human fluid samples at once, but the technology can be scaled up to prepare 96 samples at a time, which is standard for large-scale handling.

    The tiny probes, called microtips and nanotips, were designed and built at the UW in a micro-fabrication facility where a technician can make up to 1 million tips in a year, which is key in proving that large-scale production is feasible, Chung said.

    Engineers in Chung's lab also have designed a pencil-sized device using the same probe technology that could be sent home with patients or distributed to those serving in the military overseas. Patients could swab their cheeks, collect a saliva sample, then process their DNA on the spot to send back to hospitals and labs for analysis. This could be useful as efforts ramp up toward sequencing each person's genome for disease prevention and treatment, Chung said.

    The market for this device isn't developed yet, but Chung's team will be ready when it is. Meanwhile, the larger device is ready for commercialization, and its creators have started working with distributors.

    A UW Center for Commercialization grant of $50,000 seeded initial research in 2008, and since then researchers have received about $2 million in funding from the National Science Foundation and the National Institutes of Health. Sang-gyeun Ahn, a UW assistant professor of industrial design, crafted the prototype.
