No matter which provider you plump for, the UK's fiber broadband roll-out won't connect many under-served rural communities. Annoyed at the snub, residents of Frilford and Frilford Heath teamed up with infrastructure business Gigaclear to do something about it -- with startling results. The company's fiber broadband service promises a whopping 1,000Mbps, putting it in the same leagues as Google's Kansas-based internet experiment. While it'll set locals back £195 ($295) to reach that top speed, it's far better than having no choice at all.

Carbohydrate Consumption During Recovery from Exercise | Body ...

A significant proportion of the recovery from prolonged, moderate- to high-intensity
exercise is the replacement of the body?s stores of carbohydrate. Adequate glycogen
replacement following exercise depends upon the provision of exogenous carbohydrate.
In the event that carbohydrate is not consumed following exercise, the rate of
muscle glycogen synthesis is rather low, and assumes a rate of 7-12 mmol?kg?1dw?h?1,
with much higher rates (20?50 mmol?kg?1dw?h?1) occurring when carbohydrate is
provided in the correct time frame and sufficient amounts.

Carbohydrate intakes are typically expressed as grams of carbohydrate consumed
per kilogram of body weight per hour (g?kg?1?h?1). Provided that sufficient carbohydrate
is consumed, complete restoration of glycogen stores within 24 h has been
shown. Such a time frame is adequate for most individuals who do not regularly
fully tax their glycogen stores, especially when combined with the fact that several
meals will be consumed within this period. However, maximizing glycogen synthesis
takes on greater importance for athletes who significantly deplete their glycogen
stores on consecutive days of training or, as is very common, perform more than one
training session per day.

There appears to be a rapid and a slow phase of glycogen synthesis following
exercise-induced glycogen depletion. An initial rapid period (30?60 min) is characterized
by an insulin-independent translocation of glucose transporters (GLUT-4),
with a more extended period (up to 48 h) characterized by an insulin-dependent phase
of glycogen synthesis at a slower rate.

Resynthesis of glycogen following exercise isthus heavily dependent on the timing and amount of carbohydrate consumed. Withholding provision of carbohydrate results in significantly lower levels of
muscle glycogen synthesis. Glycogen synthesis rates are 45% lower when post-exercise
carbohydrate ingestion is delayed by 2 h. A delay in administration reduces
the amount of glucose that can enter the cell and subsequently be incorporated into glycogen. Thus, immediate (within 30 min of completion of exercise) consumption
of carbohydrate is necessary to ensure adequate glycogen synthesis.

Provision of a sufficient amount of carbohydrate is important in order to maximize
glycogen synthesis rates. The highest rates of glycogen synthesis are observed
when carbohydrate is provided immediately after exercise and at frequent (every
15?30 min) intervals in amounts sufficient to provide 1.2 g?kg?1?h?1.

Providing this same hourly amount less frequently results in slower glycogen synthesis. Supplying
more than 1.2 g?kg?1?h?1does not seem to result in higher glycogen synthesis rates.
Research has also focused on the addition of amino acids or protein to the carbohydrate
in attempts to further stimulate glycogen synthesis, perhaps by further elevating
insulin levels or providing an additional gluconeogenic substrate. Increased
glycogen synthesis rates have been observed when amino acids are added to moderate
amounts of carbohydrate (0.8 g?kg?1?h?1).

Jentjens and colleagues investigated
the addition of amino acids to a drink containing 0.8 or 1.2 g?kg?1?h?1 carbohydrate
and found that the addition of amino acids was beneficial only in the group receiving
the lower amount of carbohydrate. Therefore, the presence of protein or amino acids
in post-exercise supplements does not appear to be necessary as long as sufficient
(1.2 g?kg?1?h?1) amounts of carbohydrate are present, although the addition of protein
or amino acids may possibly assist with muscular growth and repair.

Endurance-trained individuals possess significantly higher rates of glycogen synthesis.
For example, one study determined that trained cyclists demonstrated glycogen
synthesis rates over two times higher than untrained cyclists. Muscle GLUT-4 content
was also three times higher in the trained individuals. Further research has illustrated
that just 10 weeks of training in previously untrained individuals resulted in significantly
greater muscle glycogen synthesis rates and increased levels of GLUT-4.

The magnitude of glycogen depletion plays a very important role in its subsequent
synthesis. Glycogen inhibits its own formation, and it appears that the absolute
amount of glycogen remaining in the muscle (and not the relative percentage that
has been depleted) strongly controls the rate of glycogen synthesis. Thus, it is the
glycogen concentration remaining in the muscle that determines its subsequent rate
of synthesis.

The type of prior exercise can affect the degree of subsequent glycogen synthesis.
Activities that result in significant amounts of exercise-induced muscle injury (such
as downhill running or prolonged exercise) have been shown to reduce glycogen synthesis
rates by up to 25%, even when large amounts of carbohydrate are ingested.76
Consumption of CHO in the post-exercise period is therefore essential to ensure
high rates of glycogen re-synthesis. Consumption of carbohydrate should commence
immediately after exercise, and should be consumed at the rate of 1.2 g?kg?1?h?1 for
4?6 h in order to maintain maximum glycogen synthesis rates.

(AP) ? A second major winter storm was bearing down on the central Plains Sunday, forcing cancellations and sending public works crews scrambling for salt and sand supplies less than a week after another system dumped more than a foot of snow on parts of the region.

National Weather Service officials in Kansas issued blizzard warnings and watches through late Monday ahead of the strong storm system that's packing snow and high winds. The storm has been tracking across western Texas toward Oklahoma, Kansas and Missouri.

"We're expecting more wind with this storm," said Jeff Johnson, meteorologist with the National Weather Service in Dodge City, Kan. "Snow amounts are varying, but we could see upward of a foot across south-central Kansas with lesser amounts across west-central and central Kansas."

Kansas Gov. Sam Brownback amended the state of emergency declaration he signed last week to include the new storm.

"This storm has the potential to be more dangerous than last week's storm," said Brownback, who held a briefing Sunday night along with emergency officials in his state to warn residents about the weather.

He urged motorists to "stay off the road unless it's absolutely critical" but said drivers who must travel should pack their charged cellphones and emergency kits containing food, water, blankets, road flares and shovels.

The region was hit by a massive storm last week that dumped a foot of snow in some sections, closed airports and caused numerous accidents.

"It would have been nice if we'd had a few days to recover, to do some equipment rehab," Joe Pajor, deputy director of public works in Wichita, Kan., told The Wichita Eagle. The city saw its second-highest snowfall ever Thursday with 14.2 inches.

Other totals from the Thursday snowstorm included 18 inches in the southern Kansas town of Zenda, 17 inches in Hays, Kan., about 13 inches in northeast Missouri and 12 inches of snow in parts of Kansas City.

Steve Corfidi, meteorologist with the National Weather Service's Storm Prediction Center in Norman, Okla., said the storm also will affect southern states and could spawn tornadoes Tuesday in Louisiana, Mississippi, Alabama, the Florida Panhandle and Georgia.

"It definitely will be one of the more significant events of the season, the winter season, absolutely," Corfidi told The Associated Press. "Both in winter weather and severe weather potential, and rain, down in the southeast United States."

More than a foot of snow is possible from the Texas Panhandle, across the Oklahoma Panhandle and into Kansas and possibly Missouri as the storm moves eastward from the southwestern United States.

While snowfall is expected to taper off by Monday afternoon, wind gusts of up to 35 mph will remain a hazard, said Sarah Johnson, a meteorologist in the National Weather Service's Amarillo, Texas, office.

Pajor told the Wichita newspaper the new storm "looks worse than the last one" and that sand and salt supplies are low because of last week's record storm, as are the number of locations where snow can be transported off city streets. He said the plowing strategy for the new blizzard may have to involve plowing snow into the center of arterial streets, and cutting traffic to one lane each direction.

He also said streets won't be treated with the city's limited sand and salt supplies until the snow ends and plowing is under way.

The threat of the pending storm forced cancellations Sunday and Monday in Kansas and Missouri, including the championship basketball tournament for the Kansas Collegiate Athletic Association, which rescheduled the tournament for Tuesday in Park City, Kan.

Matt Lehenbauer, emergency management director for Woodward County, Okla., said he expected rain or snow to begin there Sunday evening and forecast up to a foot of snow and wind gusts up to 50 miles per hour.

"We're expecting white-out conditions," he told the AP.

He said there is plenty of salt and sand on hand to help clear roads, but the conditions may cause delays.

"We may not get the roads cleared until midday Tuesday if we get the expected amount of snow and wind. As it's falling, in the blizzard-like conditions, we just won't be able to keep up," he said.

Las Vegas seen as dangerous even as crime rate drops

LAS VEGAS (AP) ? Variously known as an adult playground and Disneyland for grown-ups, Las Vegas brands itself as a place where tourists can enjoy a sense of edginess with no real danger.

But a series of high-profile episodes of random violence amid the throngs of tourists is threatening Sin City's reputation as a padded room of a town where people can cut loose with no fear of consequences.

A car-to-car shooting and fiery crash that killed two bystanders and an aspiring rapper Thursday followed a bizarre elevator stabbing and a movie theater parking lot shooting.

Though crime has been falling on the glitzy stretch of Las Vegas Boulevard that houses most of the city's major casinos, tourism officials worry that vacationers and convention planners could begin to steer clear of the town because of a perception of mayhem.

"We are concerned because it can create misperceptions about the safety of the city, the safety of the Strip," said Gary Thompson, spokesman for Caesars Entertainment, which owns 10 resorts in the tourist zone, including Caesars Palace and Paris Las Vegas.

Casinos are particularly worried about convention business, which helps fill rooms and gambling tables between weekends. Corporate planners can swing the market with a few decisions, said Gordon Absher, spokesman for MGM Resorts International.

"And that decision will bring thousands of people," he said. MGM operates several major casino-hotels, including CityCenter, where Thursday's convulsion of violence originated.

Violent crime, which includes murder, rape, robbery and assault, in the city's main tourist hub fell 13 percent in 2012, from 256 to 223 incidents, and is down 11 percent for the first part of 2013, with 50 incidents reported. The number of rapes has fallen by more than a third.

There have been two homicides just off the Strip this year, in addition to the three deaths Thursday, compared to none in the area during the first month and a half of 2012.

Had they taken place elsewhere, the incidents that made headlines in recent weeks would never have become national stories, Thompson said. But when the crime happens in a city that welcomes 40 million visitors a year, people tend to care even if they haven't seen the neon lights in years.

"It's like, 'I was there! I stayed in there in Las Vegas! I walked that part of the Strip!'" he said.

The spate of violence started just before the new year, when a man shot and killed his ex-girlfriend, an Excalibur hotel-casino concierge clerk, before fatally shooting himself.

The following week, a blackjack dealer was wrestled to the ground at the Bellagio with razor blades in both hands. She is charged with killing a 10 year-old girl and then slashing her co-worker's face.

On New Year's Eve, a man allegedly fired a gunshot into the floor of the crowded Circus Circus casino during an argument. A Saudi air force sergeant is accused of raping a 13-year-old boy in the rooms above the same night.

A nighttime shooting outside a Strip movie theater left two people critically wounded earlier this month. Last week, two random men allegedly assaulted a visitor in the elevator at the Mandalay Bay property, tackling him and stabbing him in such a frenzy that they also stabbed each other.

During the same period, Las Vegas courts sentenced a Florida teacher for killing a stranger with a single punch after trading words in a casino bathroom, and heard the case of two law students charged with beheading an exotic bird at the Flamingo casino-hotel.

The shoot-'em-up car chase that closed the Strip for 12 hours Thursday was the most public and deadly incident yet.

A person in a luxury SUV opened fire on an aspiring rapper in a Maserati near one of the busiest intersections on the iconic corridor. As the bullets flew, the Maserati ran a red light and crashed into a taxi, which burst into flames. The taxi driver, a passenger and the rapper were killed, and six people were injured.

Casino executives say they do all they can to keep visitors safe, with armies of guards, networks of high-definition survielence cameras and undercover security workers scattered throughout nearly every major attraction.

"Unless you are a complete idiot, you're not going to want to commit many crimes in or around a casino because you're going to get caught," Thompson said.

But catching a criminal isn't the same as stopping the crime.

Commissioners in Clark County, where Las Vegas is located, are weighing steps to increase safety, including installing additional cameras in public spaces and broadening the sidewalks. In October, they banned potentially dangerous objects including fireworks, knives and toy guns from the Strip.

But real guns remain permissible. Nevada's relaxed gun laws, including the ability to carry them openly, have made Las Vegas an attractive spot for shooting ranges and gun shows.

Some observers think police should step up their presence on the Strip, just as they did after three slayings in 2011.

"Clearly they should be looking into this because they have had a string of incidents now, and while they've all been random incidents, they all did happen," said David Schwartz, the Director of the Center for Gaming Research at the University of Nevada, Las Vegas.

On Thursday, police spokesman Jose Hernandez said the department had no plans to send additional officers to the Strip, noting that crime remains relatively low for a town that accommodates so many visitors each day.

But with violent crime, as with so much else in Vegas, perception may outweigh reality. As a place built on the promise of letting loose, the city must work extra hard to banish all fear of danger, said Tony Henthorne, a marketing professor at the William F. Harrah College of Hotel Administration in Las Vegas.

"It's important for any destination that relies on tourism for a major percentage of its income to appear safe," he said, "and also actually to be safe."

I look forward to April, although I'm praying that the 720 is some kind of box packaging, not that "funky" splat shown in the artist's impression - one thing I particularly like about the current 360 packaging is that it's able to stand flat (ideal for putting in a TV cabinet) or 'tall' (great for minimal footprint).

I've got to wonder whether the games houses have been pressing Sony/Microsoft to move to "commodity" hardware, since that'd obviously make porting a bit easier, (I'm guessing that Microsoft are doing things to make it far easier to port between Windows and XBox). Although an APU-based box strikes me as being a little bit underpowered now in which case what is it going to be like in 2-3 years time?

AMD Fusion processors are most definitely not packaged 'Quad Flat Pack' like that poorly rendered image you're attaching suggests. We've seen them packaged in PGA and BGA, but most certainly not QFP, and most definitely not with teal painted contacts! ROFLMAO You need to get out more... as that's a train-spotter style comment.

When she heard her name called as the winner of the 33rd Redstone Film Festival Wednesday night, Megan Lovallo jumped up, grabbed her two closest friends, and dragged them onto the Tsai Performance Center stage, where she accepted a plaque and a check for $2,000. Just minutes before, the closing credits to her film Off to the Races had rolled to enthusiastic applause.

?It?s crazy,? Lovallo (COM?12) said, when asked afterward about her reaction. ?I can?t even remember. I?ve already blacked out.? But the filmmaker said she hopes her film?about two siblings thrown together for an unplanned night of adventure?will inspire viewers to find a way to love family members as friends, not just as lifelong genetic tag-alongs. Lovallo, a twin with an older sister, drew on her own experience for inspiration in writing her film.

Second prize, which came with $1,000, went to ?lvaro Congosto (COM?12), director of The Dress, about a young man obsessed with a photograph. Michela Smith (COM?14), director of Cul de Sac, a film about a self-appointed traffic cop patrolling his small suburban neighborhood, earned the $500 third prize.

The Redstone Film Festival, BU?s version of the Oscars, is sponsored by media mogul Sumner Redstone (Hon.?94), chair of Viacom. The annual festival showcases the most promising work by students and recent grads of the College of Communication?s filmmaking and screenwriting programs.

Other Redstone finalists were Bill Politis (COM?13), director of Big Kid Little Bike, a documentary about a BMX biker; John (Jack) Garrett (COM?13), whose spoof Santa Always Checks Twice, depicts a grim trip to Santa?s workshop; Jasper Lowe (COM?15), director of The Intruder, a film about a thief who encounters more than he expected; and Phoebe Waldron (COM?12), director of Zareen on a Bridge in the City, chronicling a young woman?s struggles in the days leading up to her college graduation.

?One of the things that impressed me this year was how assured the work was,? says Paul Schneider, chair of COM?s department of film and television and the night?s emcee. ?It felt like the directors and everyone were really in command of what they were doing.? That?s quite a statement, he adds, considering finalists included undergraduate and graduate students from every level of film production.

Redstone finalists and family and friends and film fans packed the Tsai Performance Center.

A committee of production, screenwriting, and film-studies graduates selected the seven finalists from dozens of submissions, all originally produced for a COM film, television, or video production class or as a graduate thesis project. Winners were then chosen by a panel of film industry professionals: Carolyn Pickman, cofounder and director of CP Casting and Acting Studio; filmmaker Lyda Kuth, executive director of the LEF Foundation, a nonprofit that supports contemporary work in film; and ?Will Lautzenheiser (CAS?96, COM?07), a popular former COM lecturer in screenwriting.

Festival organizers decided to add three new prizes this year: for best cinematography, best screenplay, and best sound design. The cinematography prize was awarded to Erika Street (COM?13) for The Dress; best screenplay went to Waldron and Deena Baig (CAS?12) for their work on Zareen on a Bridge in the City; and the best sound design award was given to Garrett for Santa Always Checks Twice. Winners in each category received $500.

?Even though we single out filmmakers, rewarding the efforts of a lot of people is important and what we stress as a school,? says festival coordinator Jan Egleson, a COM associate professor of film and television. ?The job of a director is really harnessing the efforts of many creative people.?

Kelly M. Genois (COM?13), who wrote Rest in Peace, Albert Lively, won the $1,250 first prize in the Fleder-Rosenberg short screenplay contest, sponsored by screenwriters Gary Fleder (COM?85) and Scott Rosenberg (COM?85). Cara Fano (COM?14) received the $750 second prize award for penning Uncle Sylvio. Richard Woolbert (COM?13) picked up the $500 third prize for Tea Time for Tyranny.

Another festival winner was Michelle Tsiakaros (COM?13), who was awarded the second annual Adrienne Shelly Production Grant by the Adrienne Shelly Foundation, for her directing of Plastic Surgery. Named for noted producer, writer, and actress Shelly (COM?87), who was murdered in her New York City home in 2006, the annual $5,000 grant goes to a female filmmaker. Shelly?s best-known film, Waitress, starring Keri Russell, played at the 2007 Sundance Film Festival before being released commercially.

Andy Ostroy, Shelly?s husband and the foundation?s executive director, attended Wednesday night?s event flanked by their 10-year-old pony-tailed, gum-chewing daughter, whom he affectionately called his ?lawyer.? The foundation, he said, ?is an organization I never wished I had to establish,? but he wanted to encourage a new generation of women to ?stay true to yourself,? as Shelly herself had.

Winning an award at the Redstone Film Festival is often a launching pad for aspiring filmmakers. Previous winners include Fleder, director of Runaway Jury, Richard Gladstein (CGS?81, COM?83), producer of The Bourne Identity and Snow White and the Huntsman, and Steve Brill (COM?84), screenwriter of Con Air. Just last year, previous Redstone finalists Josh Safdie (COM?07) and Benny Safdie (COM?08) won a Jury Prize for Short Film at the Sundance Film Festival for The Black Balloon.

The Boston Redstone Film Festival is followed by Redstone festivals in New York (designed primarily as a showcase for alumni) on March 15 and Los Angeles (open to both students and alumni) on March 21. The Redstone Alumni Short Film Competition, with a prize of $500, is part of the Los Angeles festival.

Best Buy is kicking off a two-week promotion this Sunday that will serve up $100 discounts on Windows 8 touchscreen PCs, the Wall Street Journal reported Friday.

The discount doesn't yet appear on the Best Buy site and the retailer didn't immediately respond to PCMag's request for further information on which products would be part of the promotion. It appears that Windows 8 tablets like Microsoft's own Surface Pro won't be included in the deal?the WSJ report stated that only touchscreen laptops and desktops would be discounted.

The promotion will run through March 7, according to the Verge.

Microsoft and Intel, the largest PC chip maker in the world, have been touting touchscreens for laptops and desktops, as well as hybrid devices that can function as both laptops and tablets, as necessary for PC makers to offer going forward. Tablets with touch-controlled interfaces like Apple's iPad have in recent years cut into sales of traditional PCs, spurring Microsoft to optimize its latest operating system for touch.

The software giant released Windows 8 last October, but as the WSJ noted, "touchscreen PCs have not exactly been flying off the shelves" since the arrival of the new operating system.

Best Buy painted the $100 discount as an effort to entice customers who may be turned off by the higher prices of touchscreen PCs?often $200 more than equivalent computers without touchscreens. The company told the WSJ that its internal research indicated that consumers were "significantly happier" with touchscreen PCs running Windows 8 than with non-touchscreen computers, but the higher price of touchscreen PCs appeared to be sticking point for many.

The big box retailer also said it "is absorbing the cost of the discounts along with PC makers, Microsoft, and Intel."

Sony's just begun to show us what's been up its sleeve for the PlayStation 4, and it turns out that it's got social networking and the second screen on its mind. Gamers will be able to share ten second video clips of their gameplay, stream play sessions online to friends and "keep in touch with the evolving world of your game, regardless of your location." The network will also learn a player's likes and dislikes, and will automatically download content it figures users will dig it. Hirai and Co. are also planning PS Vita and tablet apps for folks to partake in the social experiences when they're not near their PS4.

Mali rebels fighting in Gao; car explodes in Kidal

BAMAKO, Mali (AP) ? Islamic extremists clashed with military in Mali's northern city of Gao, a military official said Thursday, as French forces continued their push to eliminate remnants of al-Qaida-linked fighters who had controlled northern Mali.

Malian military spokesman Capt. Daouda Diarra said that fighters with the Movement for Oneness and Jihad in West Africa, or MUJAO, attacked a Gao checkpoint late Wednesday and made their way into the city. The fighters are trying to gain control of the mayor's office, but the army has tried to repel the attacks, he said.

In Kidal, a town further north where control by French and Chad forces has been tentative, a car explosion in a mechanics garage killed two, including the driver and a security guard, a resident said.

Mossa Ansary said Thursday's explosion took place about 800 meters (875 yards) from a French military base. It was unclear if it was a suicide car bombing. French and Chadian forces are patrolling the city of Kidal, though it remains unclear if the northern administrative capital is secure.

Radical Islamic fighters spent weeks on the run from Malian cities under a French ground and air assault that began Jan. 11 after the rebels had pushed to southern territories. The French, meanwhile, are tightening a dragnet against the al-Qaida-linked militants in one of their last remaining redoubts, mountain sanctuaries near Algeria's border.

France's main military spokesman on Thursday said that a French Tigre attack helicopter fired on a pickup truck containing jihadist fighters during clashes in rugged northern Mali, killing about 10 insurgents.

Col. Thierry Burkhard said the firefight on Wednesday in the Adrar des Ifoghas mountain range, near the Algeria border, came in the third day of an operation code-named "Panther," as French forces track and try to eliminate the Islamic extremists.

Burkhard said the operation is ongoing in the area. More than 20 insurgents and one French legionnaire died in similar clashes on Tuesday.

France's government has said it still hopes to pull out of its Mali operation in the coming weeks ? eager for African forces to help stabilize the impoverished West African country. But the French President said that France will "go all the way ? that's to say, arresting the last terrorist chiefs in northern Mali."

Gao Mayor Sadou Diallo said about 1,000 French troops are in the Gao region, along with about 3,000 Malian and African soldiers.

U.N. discussions about an African force for Mali have been under way for months, alongside efforts for a European Union training mission to help the Malian military.

Many times real estate market experts point to the feelings of the nation?s home builders as a bell-weather signalling the health of the housing sector.

This month?s reading indicates that home builders are feeling pretty good.

The National Association of Home Builders / Wells Fargo Housing Market Index (HMI) for February changed by one point to 46 as compared to 47 for January?s reading.?

Over the last four months, HMI readings have stayed within a three-point range between 45 and 47, indicating a plateau after rising from 25 to 45 in 2012.

Housing Market Index Near Highest Levels Since 2006

The good news is that February?s reading remains near the HMI?s highest level since April 2006, when the HMI reading reached 51.

Some builders may be taking a wait-and-see stance in their confidence as high national unemployment rates and rising costs for building materials impact home buying ability and home prices.

Regional factors influencing builder confidence include difficulties in finding building sites and labor required for building new homes.

3 Important Categories Affect The Home Builders Index

The HMI is a seasonally-adjusted index comprised of three survey categories of home builder confidence.

Readings above 50 indicate that more builders are finding conditions good than bad within each category and overall:

  • Builder confidence in current new single-family home sales fell by one point to 51 in February, but sustained a positive rating.
  • Builder confidence in new single-family home sales over the next six months achieved a reading of 50 in February, up from 49 in January.
  • Builder confidence in foot-traffic in new single-family homes fell by four points from 36 in January to 32 in February.

February results for four regional categories consist of 3-month moving averages for new home sales: the Northeast gained 3 points to 39, The West gained 4 points to 55, the Midwest fell 2 points to 48 and the South fell by 2 points to 47.

With demand for homes increasing, home prices and mortgage rates are likely to rise during spring and summer as warmer weather brings out more potential buyers.

China angrily denies it behind widespread hacking

BEIJING -- China's military on Wednesday responded angrily to accusations by an American computer security company of systematic hacking of U.S. business and military interests, arguing it "lacked technical proof and was "not based on fact."

In a statement published on the Chinese Defense Ministry's website in response to the controversial report by Mandiant Corp., the military denied the charges, arguing the data was not enough to connect the hacking to them.

"The report, in only relying on linking IP address to reach a conclusion the hacking attacks originated from China, lacks technical proof," the ministry wrote in its statement, "Everyone knows that the use of usurped IP addresses to carry out hacking attacks happens on an almost daily basis."

The ministry also argued that there was no globally accepted definition of what constitutes hacking.

NBC's Kristen Welker has more on what the White House may be planning to do about foreign agencies hacking into U.S. trade secrets.

"There is still no internationally clear, unified definition of what consists of a 'hacking attack'. There is no legal evidence behind the report subjectively inducing that the everyday gathering of online (information) is online spying."

The Defense Ministry said that China itself is a frequent victim of hacking, a common theme in China's rebuttal of accusations of foul play in cyberspace. The ministry said it had tracked a "considerable number" of attacks against its networks that originated in the United States, but it noted that those intrusions had not been used "as a pretext to accuse the U.S. side [of hacking]."

The statement came a day after Mandiant released an explosive report, first detailed in a New York Times article, that tied a People's Liberation Army unit based in Shanghai to a prolonged and focused campaign of stealing corporate and defense trade secrets.

According to Mandiant, the Chinese hacking unit, believed to be "PLA Unit 61398," employed hundreds, perhaps even thousands, of operatives to raid secure American servers, extracting trade secrets, blueprints, pricing data and other valuable information.

In total, Unit 61398 was said to have pillaged hundreds of terabytes of information from 141 companies -- 115 of which were American -- representing 20 industries in a variety of fields including telecommunications and defense.

The hackers reportedly used techniques such as "spear-phishing" -- using spoof e-mails to trick users into granting access to internal servers -- demonstrating a strong proficiency in English and advanced understanding of computer security and network operations.

China pointed out that its Ministry of Public Security had assisted more than 50 countries and regions in investigating cybercrime cases and that the Beijing had entered into a number of bilateral law enforcement cooperation agreements with those countries to help combat hacking.

The Mandiant report and the media maelstrom around it prompted Chinese state media to lash out at the hacking accusations, though the Chinese-language version of the New York Times story was still blocked in China.

China's typically nationalistic newspaper, Global Times, said Beijing should be more vocal in exposing hacking attacks conducted against China.

"Some officials have been punished for internally reporting that government websites have been hacked and secrets leaked, but almost no details have come out," the paper wrote.

"The Americans really know how to talk this (issue) up. All China can do is concede defeat."

South Africa's Ramphele launches new political party

JOHANNESBURG (Reuters) - Respected anti-apartheid activist Mamphela Ramphele launched a new political party on Monday to challenge the ruling African National Congress (ANC), saying Africa's biggest economy was "at risk" from self-interested and corrupt leadership.

Invoking the spirit of Nelson Mandela and the hope and optimism that prevailed at South Africa's first all-race elections in 1994, Ramphele said the dream of the "Rainbow Nation" was dying under the ANC.

"Our society's greatness is being undermined by a massive failure of governance," she said, challenging South Africans to "build our nation into the country of our dreams".

The 65-year-old medical doctor and former World Bank managing director commands respect among many of the black majority as the partner of activist Steve Biko, who died in 1977 as a result of beatings received in an apartheid prison.

She was also placed under house arrest for seven years by the apartheid government because of her political work. Even since 1994, she has seldom shied away from challenging authority and questioning the ANC's leadership.

The new movement will be called 'Agang', the Sesotho word for "Let us build".

Although political support for the ANC is weakening 19 years after the end of white-minority rule, it remains a formidable political machine and commands a nearly two-thirds majority in parliament.

A group of ANC heavyweights split off in 2008 to form the Congress of the People (COPE) but the party fared poorly in elections the following year and has since all but imploded under fighting between its leadership.

?You take a look at that skyline, it doesn?t look like it looks now,? Hickey said, referring to buildings in the picture that no longer stand. ?They were replaced by something.?

Though controversial in towns like Hinsdale and Clarendon Hills, redevelopment is natural and the product of a ?constantly evolving? market, the longtime Hinsdale resident and founder of Teardowns.com says. Hickey?s bluntly named business aims to serve that market by connecting sellers who own property with redevelopment potential with interested buyers.

?It?s not balloons and open houses,? Hickey said of his company?s real estate niche. ?This is a business transaction for a property type that deserves a marketplace that?s unique to itself.?

Teardowns.com was behind the recent sale of the 206 N. Washington St. property, which got public attention this month when several members of the Village of Hinsdale Board of Trustees voiced disappointment that the house on the property, built in 1890 by a Civil War veteran, was slated for demolition.

Hickey said the house had been on the traditional market for two-and-a-half years with two different agents and had received no offers. A hidden-in-the-back chef?s kitchen and a master bedroom without a bathroom or a closet are among the hard-to-sell interior features of the home, Hickey said.

After the seller, a friend of Hickey?s, decided to list the home on Teardowns.com, the property sold in four days to a Hinsdale buyer interested in redeveloping it.

?The buyer?s happy. The seller?s happy,? Hickey said. ?Really those are usually the two most important components.?

Hickey, a former hedge fund manager, started Teardowns.com in 2001 after selling his Hinsdale home at the corner of Hickory and Adams. He said he couldn?t find the right price when he went directly to builders, but sold it quickly to one after hiring a realtor.

?I kind of shook my head as a market guy and said, ?Gosh this seems like a terribly inefficient transaction,? Hickey said.

Directly connecting sellers of possible teardowns with interested buyers, Teardowns.com took off during last decade?s housing boom as a national brokerage, opening offices outside the Chicago area in places like Greenwich, CT, Orange County, CA, San Francisco and Dallas.

?Then the market changed,? Hickey said, referring to the 2008 housing collapse. ?We were caught with the wrong business model.?

Today, while Teardowns.com has a small number of licensees and will act as a realtor if a customer so desires, it mostly relies on its web-based system to make its connections. Sellers pay to post their homes on the site, as do, to Hickey?s surprise, a number of realtors.

Hickey calls his business a ?disruptor? in a real estate industry that he thinks prefers ?status quo and complacency? while doing its best to play down redevelopment transactions on sites like Zillow and Realtor.com.?

?We should have 3,000 licensees and we don?t,? he said. ?There?s got to be a pushback.?

Hickey, a father of four whose youngest is a senior at Hinsdale Central, said he?s lived in both new homes and old homes and ?both have their own charms.?

?It depends on where you are in your life,? he said.

And while Hickey says Teardowns.com is "not riding the tractor" and he himself is not anti-old-homes, he admits that his straightforward and eye-catching brand name has been an asset to the business.?

"We just need the brand out there and the marketplace really takes care of itself."

Obama's golf vacation winds down

On the third day of a Florida golf vacation, President Barack Obama hit the links with more low-key partners.

The White House said Obama played golf today with departing U.S. Trade Representative Ron Kirk, the president's Chicago pal Eric Whitaker and White House aide Marvin Nicholson.

Tiger Woods was part of the president's foursome on Sunday.

Obama spent Presidents Day weekend up at the Floridian, an exclusive club along Florida's Treasure Coast. The club's owner is Jim Crane, a Houston businessman who also owns baseball's Houston Astros. Crane also has given money to Obama's political campaigns.

The White House has barred media coverage of the president's golf holiday but has released the names of his partners.

Obama arrived in Florida late Friday, and is returning to Washington tonight.

Bomb rips Pakistan market, kills at least 65

QUETTA, Pakistan (AP) ? A bomb hidden in a water tank ripped through a crowded vegetable market in a mostly Shiite neighborhood in a southwestern Pakistani city Saturday, killing at least 65 people and wounding nearly 200, officials said.

Police said many of those wounded in the explosion in Quetta remain in critical condition. The blast, which police said targeted the country's minority Shiite Muslim sect, left many victims buried under rubble, but authorities did not know how many.

It was the deadliest incident since bombings targeting Shiites in the same city killed 86 people earlier this year, leading to days of protests that eventually toppled the local government.

Shiites have been increasingly attacked by militant groups who view them as heretics and non-Muslims in this Sunni Muslim dominated country. Many of the Shiites in Quetta, including those in the neighborhood attacked Saturday, are Hazaras, an ethnic group that migrated to Pakistan from Afghanistan more than a century ago.

Quetta police chief Zubair Mahmood told reporters that the bomb was hidden in a water tank and towed into the market by a tractor. He said the blast destroyed shops in the neighborhood and caused a two-story building to collapse.

"We fear some victims may be found buried there," he said.

Mahmood said police did not yet know who was behind the bombing but a local television station reported that Lashker-e-Jhangvi, a Sunni extremist group that has targeted Shiites in the past, had called to claim responsibility.

Senior police officer Wazir Khan Nasir said the bomb, set off in a residential suburb, was detonated by remote control.

Another officer, Samiullah Khan, said the bomb was detonated while dozens of women and children were buying produce for their evening meal. Local residents rushed the victims to three different area hospitals, often in private vehicles because there weren't enough ambulances to transport the victims.

A massive plume of white smoke rose over the area after the bomb blast. Television footage of the scene showed the streets littered with rubble from destroyed buildings, mixed with fruits and vegetables and shattered street carts.

Near one of the hospitals where the dead and wounded were taken, a man stood weeping as people were being taken in on stretchers.

"Look at our misery! We are helpless," he said.

Members of the minority Shiite sect took to the city's streets in angry protest, blocking roads with burning tires and throwing stones at passing vehicles.

Many also started firing into the air in an attempt to keep people away from the area in case there was a secondary explosion. Sometimes insurgents stagger the explosions as a way to target people who rush to the scene to help and thus increase the death toll.

Police cordoned off the area. Most of the Shiites in the area are Hazaras, and they were quick to blame Lashker-e-Jhangvi.

"This evil force is operating with the patronage of certain elements in the province," said Qayum Changezi, the chairman of a local Hazara organization.

Saturday's attack was the worst since a series of bombings on Jan. 10 killed 86 people in Quetta, almost all Hazara Shiites. Residents were so furious that they refused to bury their dead for days, instead camping out on the streets with the bodies in coffins in protest and demanding the government address the problem.

After days of protests, Prime Minister Raja Pervaiz Ashraf flew to the city to meet with protesters and sacked the chief minister and his cabinet. But Saturday's attack showed the still potent power of the militant groups behind such incidents.

Quetta is the capital of Baluchistan province, where the Shiite minority has been attacked several times in recent months. Baluch nationalist groups are fighting an insurgency there to try to gain a greater share of income from the province's gas and mineral resources. Islamic militants are also active in the province.

Lashkar-e-Jhangvi took their name after a firebrand Sunni cleric who gave virulently anti-Shiite sermons.

Pakistan's intelligence agencies helped nurture Sunni militant groups like Lashkar-e-Jhangvi in the 1980s and 1990s to counter a perceived threat from neighboring Iran, which is mostly Shiite. Pakistan banned Lashkar-e-Jhangvi in 2001, but the group continues to operate fairly freely.

Last year was particularly deadly for Shiites in Pakistan. According to Human Rights Watch, more than 400 were killed in targeted attacks across the country. The human rights group said over 125 were killed in Baluchistan province, most of whom belonged to the Hazara community.

Rights groups have accused the government of not doing enough to protect Shiites in the country.

The level of interest surrounding the arrest of Oscar Pistorius is a reflection on the South African?s huge profile, unprecedented for any previous Paralympic athlete. But the 26-year-old?s life has been full of challenges.

Pistorius, who has been charged with the murder of his girlfriend?Reeva Steenkamp after she was found shot dead at his home in Pretoria, rose to global prominence last summer when he became the first Paralympic athlete to also appear on the track at an Olympic Games.

Pistorius was born with no fibulas ? the bones in the lower leg ? and had both legs amputated below the knee before his second birthday. Yet in London, running on the carbon-fibre blades which earned him the nickname ?Blade Runner, he?reached the semi-finals of the 400metres.

A month later, back in London?s Olympic Stadium, Pistorius ?broke the world record in the heats of the ?T44 200m, but was?surprisingly beaten in the final by?Brazil?s Alan Oliveira. The normally gracious South African took the defeat badly, claiming in a post-race television interview that the length of his rival?s running blades was ?ridiculous?.

He later played down the controversy and went on to?win gold in the 4x100m relay and the individual 400m ? his signature event ? on the final day of competition.

Despite his disability, Pistorius?embraced all forms of sport as a schoolboy, particularly athletics and rugby.??In my mind there have never been any barriers for me in sport, he said. ?I don?t perceive myself as having a disability. I see only my ability.?

But his?life was touched by tragedy at the age of 15 when his mother died from an allergic reaction to treatment for suspected malaria.?The following year, his hopes of reaching the Athens Paralympics were hit when he shattered his knee playing rugby.

Then, in 2009, after he had risen to prominence at the Beijing Paralympics, Pistorius himself suffered significant injuries in a boating accident. Then 22, he fractured his?eye socket, jaw, nose and two ribs but was back in training just two months later.

Insanity in India; Samsung Launches a Fake Galaxy S3 Feature-Phone



This is so bizarre and hilarious, we just had to share it. Apparently, India has a highly competitive lower-end market, (which is likely not surprising given the volume of poverty in that country). To that end, Samsung has released a new series of feature-phone devices in India called the REX series that indirectly compete with and mimic their own products. The above video is for the REX 90 which is effectively a fake Galaxy S III feature-phone. Yes. Feel free to read that again... a fake SGS3 feature-phone. It is designed to look like an SGS3 smartphone, but is actually just a very inexpensive "dumb-phone," although it does use a few java applications to mimic some of the features. Even the rest of the series copies their other phones. They range from an SGS2 knock-off to a Galaxy knock-off. One last thing... they all lack 3G support, and are designed to cost less than 100 Euros.

What's especially hilarious about this is that Samsung is doing it themselves. Certainly we have seen knock-offs of phones in China, India and Brazil, but those are usually small local manufacturers trying to cash in on copying someone else's device. When have we ever seen a company do that to itself? Priceless!

?The simpler the rules, the stronger the ring-fence? Finance Watch ...

Brussels, 14 February 2013 ? Public interest association Finance Watch today published its submission to the UK?s Parliamentary Commission on Banking Standards (PCBS) on whether to ban proprietary trading inside bank groups that contain ring-fenced entities.

Finance Watch argues that a strong, simple ring-fence without loopholes would make such a ban unnecessary.

, author of the Finance Watch response, said:

?The ring-fence aims to protect taxpayers and essential services and reduce implicit government guarantees. We think a robust ring-fence is critical to the success of the bank reforms. Whether a ring-fence succeeds will depend, in part, on its simplicity. The US experience with the Volcker Rule shows that distinguishing between proprietary and other trading is far from simple: it requires a large and complex set of rules.?

?Complexity will lead to loopholes, making for a weaker ring fence. We propose not to attempt to ban proprietary trading but to concentrate all trading activities in a regulated, well-capitalised investment bank which is separated from other banking activities and subject to prudential control.?

?In short: The simpler the rules, the stronger the ring-fence.?

?The UK and European banking sectors continue to rely on sovereign support, whether through direct ownership, central bank liquidity or other measures.
