(AP) ? Iran and world powers have agreed to meet in Moscow next month for another round of negotiations over Tehran's nuclear program.

European Union foreign policy chief Catherine Ashton says both sides have agreed to continue the discussions on June 18-19 in hopes of a breakthrough on international concerns about the Islamic Republic's ability to build atomic weapons.

Thursday's announcement caps two days of negotiations in Baghdad where at times it appeared Tehran would withdraw from the talks in frustration over the West's refusal so far to scale back tough economic sanctions on Iran.

BAGHDAD (AP) ? Iranian negotiators on Thursday rejected proposals by six world powers to curb Tehran's nuclear program, and demanded answers to their own counteroffer meant to alleviate concerns about the Islamic Republic's ability to build atomic weapons.

The stance underscored the difficulties facing the nuclear talks as both sides stake out their terms and agendas for a second day in the Iraqi capital. Still, the negotiations did not appear in danger of collapse. Envoys added extra hours to their meetings as a sandstorm closed down the Baghdad airport.

Proposals for another round next month in Geneva also met with resistance from Iran, which is pushing for a venue not considered supportive of Western sanctions. Talks were expected to wrap up later Thursday.

The open channels between Iran and the six-nation bloc ? the five permanent Security Council members plus Germany ? are seen as the most hopeful chances of outreach between Washington and Tehran in years. They also could push back threats of military action that have shaken oil markets and brought worries of triggering a wider Middle East conflict.

Israeli leaders have been critical of the talks, claiming it allows Iran to buy time and drive a wedge between Washington and Jerusalem.

On Wednesday, Israel's defense minister Ehud Barak said even possible moves by Iran to open its nuclear facilities to greater U.N. inspect doesn't rule out a possible Israeli military strike.

Saeed Jalili, Iran's top nuclear negotiator, demanded an overhaul to the plan put forward by the world powers after the Baghdad talks began Wednesday. An Iranian diplomat involved in the discussions said the package falls far short of a compromise.

Iran went into the talks seeking that the West scale back on its sanctions, which have targeted Iran's critical oil exports and have effectively blackballed the country from international banking networks.

Jalili conveyed his concerns in a private meeting Thursday with European Union foreign policy chief Catherine Ashton, who is formally leading the talks.

Ashton's spokesman, Mike Mann, called the negotiations "tough," but said that "some progress was made."

At the heart of the issue are two different proposals. On one side is an incentive package by the six-nation group ? the United States, Russia, China, Britain, France and Germany ? that seeks to halt the most sensitive part of Iran's nuclear fuel production.

Iran, in turn, wants the U.S. and Europe to ease harsh economic sanctions on its oil exports in return for pledges to give wider access to U.N. inspectors and other concessions.

The West and its allies fear Iran's nuclear program could eventually produce atomic weapons. Iran insists its reactors are only for energy and research.

A senior U.S. official predicted the pace of the talks ? which began last month in Istanbul ? would speed up in upcoming rounds.

"We are urgent about it, because every day we don't figure this out is a day they keep going forward with a nuclear program," said the U.S. official who spoke on condition of anonymity to discuss the negotiations more candidly. "And there are all kinds of assessments about how long it will take them to get there."

"We still think we have some time for diplomacy, but it's not indefinite," the official said.

Iranian analyst Hassan Abedini called the proposal put forward by the U.S. and its allies unbalanced and filled only with old plans that Tehran dismissed years ago.

The Western package calls on Tehran to halt the production of 20 percent enriched uranium, which is the highest grade publicly announced by Iran and used for the country's lone medical research reactor. Western leaders fear the material ? far above the 3.5 percent enrichment needed for energy-producing reactors ? can be turned into warhead grade in a matter of months.

In exchange, the world powers offered benefits, including medical isotopes, some nuclear safety cooperation and spare parts for civilian airliners that are needed in Iran.

But they snubbed Iranian calls for an immediate easing of significant economic sanctions imposed on Tehran for flouting U.N. Security Council resolutions that demand the suspension of all enrichment.

"Giving up 20 percent enrichment levels in return for plane spare parts is a joke," said Abedini. "The package is unbalanced and therefore unacceptable."

"[It's going] good, great," Louis Tomlinson explained to MTV News. "We did the first show [Tuesday and] it was amazing."

Liam Payne still hasn't gotten over the scope of the shows they are playing here in the States, adding, "[It's] incredible. It's the biggest show we've done as a band so far, biggest audience for our own tour. So, it's amazing, absolutely amazing, incredible."

For fans who weren't able to nab tickets to the show, or have seen it and want to relive it, the band will drop their concert DVD, "Up All Night: The Live Tour" on Tuesday. And, Niall Horan explained how it all came together. "It was a show of our U.K. tour we did in January and we shot one of the shows for people who couldn't get tickets to the show," he said. "And we're actually touring that show now in the U.S., so everyone's going to get to see it at some stage."

"Up All Night: The Live Tour" is 73 minutes of 1D goodness, filled with campfire sing-alongs, quick shots of the guys shirtless during costume changes and even the fellas all done up in sleek suits as they close out the show with "I Want."

Once the band wraps up their tour here in July, One Direction will come back to the States in 2013 as a part of their massive world tour.

Not all prototypes make it out of the laboratory, but the 'artificial leaf' is so elegant that its design seems to beg for commercial production. Described in Science last year by a team led by Dan Nocera at the Massachusetts Institute of Technology, the catalyst-coated wafer is a silicon version of a photosynthesizing leaf: it turns sunlight into storable fuel by splitting water into oxygen and hydrogen.

But Sun Catalytix, the company founded in Cambridge off the back of Nocera's work, says that it won?t be scaling up the prototype for field tests. The device offers few savings over other ways to make hydrogen from sunlight, the company says.

?We have to be focused on what will be durably better than conventional ways to make renewable hydrogen,? explains chief technology officer Tom Jarvi. Hydrogen from a solar panel and electrolysis unit can currently be made for about US$7 per kilogram, the firm estimates; the artificial leaf would come in at $6.50. (It costs just $1?2 to make a kilogram of hydrogen from fossil fuels).

With the prices of solar cells dropping all the time, the firm is not going to make a heavy investment that's unlikely to pay off. Instead, it is looking at cheaper designs ? but these require yet-to-be-invented semiconductor materials. So for the moment, ?the artificial leaf is in the fridge?, Sun Catalytix chemist Joep Pijpers says.

The solar hydrogen challenge
That decision is disappointing but not surprising. Both Sun Catalytix and a report commissioned by the US Department of Energy have found that the cost of systems to produce hydrogen from sunlight is dominated by the engineering costs of the photovoltaic (light-harvesting) infrastructure, mainly because of the sheer mass of material required, including frames, substrates and materials to protect the semiconducting silicon from damage.

That is also true for the artificial leaf, says Pijpers. The design improves on previous attempts to couple light-harvesting solar cells and water-splitting catalysts into one device because it uses cheap, abundant catalysts and does not require extremely acidic or alkaline solutions. It is not, however, very efficient, converting only about 2.5% of the energy it gets from sunlight into chemical bonds (although that's still an improvement on plant leaves, which average 1%).

The path to cheaper solar hydrogen probably lies in cutting down the expense of the light-harvesting part of the system. One solution may be to resculpt the silicon into flexible micrometre long wires; another could be to avoid silicon altogether, in favour of solar cells made from other kinds of semiconductors, or perhaps organic materials.

Sun Catalytix's current thinking is to keep the wireless design of the artificial leaf, but to reduce engineering costs by scattering a slurry of small particles through water, rather than having slabs of silicon. The snag is that simply cutting up the artificial leaf into small particles won?t work. One panel of silicon doesn't produce enough voltage to split water, so the leaf links up three panels to gain voltage in much the same way as batteries do when connected in series. But that?s not an option in a nanoparticle design. The firm is therefore looking to other light-harvesting materials, such as iron oxide. The advantage of such already-oxidized materials is that they need less protection from the oxygen produced during water-splitting, but it is also hard to get at the electric charges created when iron oxide absorbs photons.

Inspirational design
There are other ways to reduce costs, says Nocera. For example, a dye-impregnated plastic could be used to absorb the light, then pass the photons on to the silicon to generate the current for photo-catalysts. This would cut down on the amount of silicon needed. Jarvi agrees that the panel configuration could probably be made cheaper ? another option is to concentrate the sunlight to cut down on the area over which the panels would have to be installed, he says. But for now, Sun Catalytix ? which is backed by the multinational conglomerate Tata Group and has received a $4-million grant from the energy department?s Advanced Research Projects Agency-Energy (ARPA-E) ? has decided not to focus on this approach.
